Why is it Oil Companies can raise gas prices at the start of any major travel event and not get charged with p?

and not be charge with price gouging, but yet let a lowly hardware store raise prices on plywood during a flood and folks want to hang him, he only fleeces a few, while Oil Co's fleece billions, somebody tell me where is the justice????????
