Would this work? Deficit vs Illegal Immigrants!!?

So we find ourselves in a trillion. . . $$ deficit correct? we also find ourselves over populated with Illegal Immigrants? What if we pardoned Illegal Immigrants but had them pay a $2k fine to get their residency papers and then use the $$ from the fines to pay off the deficit, is that possible? Probably not but if not why not? Just Curious!
