U.S. Constitution...Anyone?

I am doing a crossword puzzle and i have 8 spaces to fill, the question is "We, the people of the united states," are they first words of the ______. I thought it was constitution but that doesnt fit in the 8 spaces provided. Anyone have any ideas? Thanks to all who reply.
