I just bought a new computer and it dosn't work, what can i do?

i know i could return it to the store, but more specifically i am wondering if i could download an operating system onto this piece, burn it to cd and load to the new pc... if so does anyone know how to do that, would that screw up my chances of getting the pre load working, what operating sys can i download for free? etc.
